I don't think so. As I said, some people get the releases a few days before they're supposed to be released (like the majority of stores in the US which get new DVD releases, for example), but you've got those types of workers who bring the discs home (whether illegally or not) and post them on the net. Overall, I believe that July 28th is the official date, but that doesn't mean you won't see it online sooner than that.

Avex Taiwan usually only announces the release dates of their Overseas Taiwan Version which shouldn't be earlier than the Jpn version.

Although in HK the Jpn ver items are put on sale 4 days prior to release, they still aren't considered to have an earlier 'release date'.

and China doesn't get anything besides bootlegs

They do sell real cds in china but they cost like 5 times more than bootlegs...so...heh.
