is there any confirmation that the DVD will contain the PVs respectively?

cdjapan says so, so I guess it will.

who knows? The message does sound like a goodbye message. She already stopped hosting J-Melo as well so maybe that, the best album, and the message are all indications that she'll either retire or just take a long break. It'd be pretty sad if she left the music scene though.
