I think that, as big fans who follow her every move and analyze every release to the smallest detail, we tend to forget what it's like to be a "NORMAL" person who isn't a music fan per se and doesn't really follow any band or artist that much. What this person will do, is listen to music online or on the radio. Sometimes, there is a song this person likes. This might result in downloading. If they like it enough, they'll try and find more, and if they like all of it, they might decide to download the album. Or, hey, if they feel like being silly, buy an album.

The thing is, a regular person really doesn't go around buying 10 albums per month. And there are TONS OF RELEASES EVERY WEEK. They might buy one album from this artist, and one from this artist there. This is why sometimes, sales fluctuate between releases, and we shouldn't always try to find a deep reason for it. (Not enough lives! not enough advertisement! songs suck!)

Now I know that this doesn't account for all of the drops in sales she's had, but it's still a factor : /

You're exactly right. And when those casual fans have downloaded the album, chances are that's as far as they'll go. Unless they REALLY LOVE IT and want to see the PVs or something, they won't go out of their way to pay for it.

Ayu is already a well established musician so she doesn't need to be promoted as much like other artists who need exposure. At her stage of career, the best promotion is good music. So unless ayu starts making music the public will eat up, then she will continue to drop in sales. I feel like ayu is like bjork. Everyone (kinda) knows who she is, and she performs a lot and gets good reviews, but because her music isn't radio friendly her sales aren't amazing anymore.
