Roar, I love how it quietly rocks in its simplicity and the way it grows in the chorus! <3
I appreciated Applause, it's very nice, but for me there's the usual problem that always shows up with Gaga songs: too many expectations, they talked too much about it, and in the end it's nothing earthbreaking.
Neither of them are masterpieces though, I think they're pretty much at the same level, quality speaking.

Roar. But I'm digging both songs. Like others have said, these songs aren't anything groundbreaking but they're still enjoyable! (I'm a fan of both singers.)

Applause, like some others I don't think either are that great, but I'd rather hear Applause on the radio.

Neither offer anything new from their respective artists but at least Roar is relatable and has personality. Lady Gaga is pretentious; she treats this release as if it's life-changing and just the best song ever. It's a fine song but let's not pretend this is something that it isn't. Like marty said, the songs are on the same level in terms of quality.
