I saw the exposed wires, but that just implies that it was ripped off of the connection. Seeing as how the phone is connected to some electrical source, of course there'd be sparks coming from the public phone itself. Since Midoring is holding the phone + the cable in a noose-like position, it can be assumed that she used the cord to kill him in such a fashion. The only way for her to have killed him via electrocution would have been to push him against the wires, but then if she did that, why would she be holding the phone + its cable?
