An "IC" or "integrated circuit" card is a smart card, much like some gift-cards at retailers in the United States that handle money (could be like a credit card somewhat, but you deposit money into it) and you are able to use it to buy food, drinks, train/bus fare, among other things. Some examples of IC cards would be the SUICA card system or PASMO in Japan, I think?
The IC sticker is used to "dress" your card up. It's likely to be a one-time use thing that you have to rip off after you want to change IC cards... however, I don't think it's all that difficult to just "get another one" to use, haha.
If you have seen cards like this with the chip in them, they are IC cards.
