Hard to say if this is the arranger for the song on the single as Yoshida Ken (who is credited in that screencap there) is the bassist/arranger for "Shin Domoto Kyoudai" (he is part of the Domoto Bros. Band)

That is part of the drawing challenge near the end of the episode. They are supposed to do a drawing of Takamizawa Toshihiko who is the guitarist in the Domoto Bros. Band (and famous for being in The Alfee). He is the man with the long, curly auburn hair sitting behind Kouichi. As you can see, Ayumi is awful at drawing.
