I don't know who's in charge of her promotion stuff but they must be thinking quantity > quality or something.
That's just the way avex does things. Look at Ayu's releases in 1999 or 2001. Also, compare Kuu's releasing schedule with her other avex/RZ counterparts up until September: both EXILE and THSK have released 4 singles and 1 album AAA's at the top though: 3 albums, 1 mini-album, 6 singles (compared to Kuu's 3 singles and 1 album).
