From what I remember, its allowed me to vote more than once before, so I would say it's dubious. It gives you at least a general idea though of how each artist does across different ages and genders. Also, it is completely dependent upon which artists agree to come to the show or at least send in some kind of video message - I'm sure there are plenty of artists that get voted for that you don't see simply because the show couldn't get them to appear - for example, I don't remember seeing SMAP there for a few years now yet you always have a handful of artists on there each year that are barely blips on the radar.
I think Best Artist is a fun show and one of my favorites to watch yearly, but I don't think any statistician or what not would ever take it seriously. In addition to the reasons above, there is also no way to verify anything. Anyone can lie and say they are a different gender or age which some people do either to purposely mess with the poll or for artists that have a certain amount of shame attached to them. For example, it is thought that many Morning Musume fans falsified their data in order to make the results look better.
But finally and most importantly, there is no way to know if 3,000,000 people really voted, let alone 3,000,000 individual people. Nothing is said of how many votes each artist got (and performance order has nothing to do with the number of votes). All that is known is of the total votes that person received, what are the age and genders that they received the most votes from. For all we know, someone could have gotten 10 votes and 6 of them were women, therefore they are marked as having high support among women. (extreme example, but you get the point^_^)
Ultimately, Best Artist is just like any other music show - its more of a combination of who the show is able to get and who the record companies want to be on there performing more than anything else imo. This was really exemplified last year when Britney Spears performed.
