I wouldn't say both are the same concerts. Rock'n'Roll Circus Tour FINAL ～7days Special～ is an evolved version from the original RnRC arena tour.
Not only the tracklist is different, the original tour doesn't even have the virgin road section (which is a little sad as I went to the original tour. But I love the alterna performance ^^). You can find more info here http://www.ahsforum.com/forum/showthread.php?t=104333
