I think avex is one of the leading independent record companies, so there's no one that's really in charge of them from what I've read.

[most others are controlled by the Big Four of the music industry who have branches all over the world..]

ayu is the queen of avex, the Empress of J-pop, so it pretty much right if she leading japan music (and maybe movie) industry to attack other parts of Asia..
