I think they touch both of them both as a sort of sexual expression. They're trying to convey emotion by doing so and appear sexy at the same time.

For Japanese people I beleive the neck is sexy area so they touch it to be provocative its just difference in culture

this is why geisha have the back bit to the Kimono showing the back of their neck and influences Japanese fashion too. When i was in Japan I always showed of my sexy area
