Yes but the sales in Japan alone are enough to get it to the top of the world charts.

Japan is the 2nd largest music industry, and they got like 130millions of inhabitants, after all .

This has happened to all her albums and I think both Startin' and BLUE BIRD ended up at 2nd place on it, I'm pretty sure the same goes for Kodas releases (or any Japanese artist managing over 200-300k first week sales). Those charts depends on nothing else than who else is currently having a huge release.
