The AT 03-04 phenomenon is because they combined the AT with the CDL. In December 2003 there were two CDL performances, then a few months passed and the AT started, in 2004.
In 2003 no Arena Tour was held because I suspect they decided it was enough with the A Museum tour. Seems Ayu didn't want to repeat the two-tours-a-year schedule from 2002, which I can understand (Although there was the Limited TA Live ... :/). The reason behind why the earlier tours don't have names is most likely because they didn't figure that out until for AT 05.
