Oh, she's fluent. She may not have been in the beginning but seeing as how it's been...ten years? since she started learning and the fact that she spends a hell of a lot of time in Japan, she's definitely fluent.

Just watch her in TV shows. She talks with the Heyx3 guys fluently and without translators in rapid Japanese, and lemme tell you those guys are like a mile a minute. Plus, they speak in Kansai-ben so one would have to be fluent to keep up with their speed and regional dialect.

I think that once one can keep up a good speed and prolong a conversation with a native without an interpreter, one is considered fluent.
