I can't remember where this is from but I've seen it before and I'm pretty sure it is not an article. It was in a magazine along with other 'fake' covers.

^ I guess it was just like a gimmick thing, it's obviously made to look like TIME magazine. (which she was in)
You can see the same magazine have spoof covers of Partyboy (Playboy), VENUS (probably VOGUE) and so on.
