Why do they keep touching their necks and faces?

I was under the impression that men like a woman's neck, and that those movements were for sex appeal. As for touching their faces, I assumed that to be a "wanna see my nail-bling?" kind of thing.

For Japanese people I beleive the neck is sexy area so they touch it to be provocative its just difference in culture

this is why geisha have the back bit to the Kimono showing the back of their neck and influences Japanese fashion too. When i was in Japan I always showed of my sexy area
