This was a survey done by Ohte-Advertising company (大手広告) and filled out by 149 different companies. Who are the female artistes that you wouldn't want to use in a CM?

An advertising company works with that, and, as part of their jobs, they do have to carry out surveys with both companies and the population to give a general idea on what companies and public want, so that companies can follow what will be best suited for them to catch the public attention to ther products. It's not a matter of who has time, but a matter of building up data to match the interests of the company. Again, business.
