No, RIAJ certificate all releases by shipped copies not by copies sold in stores.
(m)u was certified a million since it shipped over a million.
MW is certified platinum because it shipped over 250,000 copies.

(for others example, kumi's Kingdom sold 606,000 and was certified triple platinum for shipping over 750,000 copies, kumi's BEST ~second session~ was certified 2 million for shipping over 2 million copies though it sold around 1,820,000 in stores and not 2 million).

That's how certifications work.

Thanks for the explanation! But I feel that this method of certification can be manipulated quite easily. That explains why secret is triple platinum. Doesn't this mean that there are 50k unsold copies of MW?

On the other hand, a friend said that not all japanese stores submit figures to oricon since you have to pay oricon a fee to state that your store is submitting figures (fans will buy from those stores to contribute) so maybe that's one good thing about counting copies shipped instead of oricon figures. And seeing that MW is quite difficult to find in Japan right now, there may be more unreported figures than we think.

it's a manipulative system, but which label wants to lose money by producing obscene amounts of unnecessary copies. on the other hand, it is necessary to have more copies to be left over, so that stores still can hold a copy or that people who discover an artist years after the release still can grab a copy, 'cause they surely don't start their monstrous cd-pressing equipment for a single copy.

and oricon is an estimated sales figure. oricon never got numbers from all stores in japan (that's not even technically feasible), but from quite a lot. the numbers they get are then multiplied with a certain factor to take uncounted stores into account.
