If it's not in quotes, it's the author of the article/interviewer.
If it is in quotes, sometimes the Japanese substitute their actual name for a pronoun, so in a way, maybe she is.

I'm a bit surprised that some people don't know actually. (especially you, since you said you've been a fan since 2001...) but anyways, it is a very very famous thing in Japan and among Ayu fans that have watched her live performances and interviews that Ayumi always refers to herself in the third person. Some people think it is cute/charming while others think it's just stupid and a ploy to get people to think she is cute/charming.

Ayu claims to have done it since childhood though and no one ever really corrected her.
Anyways, thanks for another great translation Isaac!

That's why she talks about herself in third person.
It's a habit of a lot of japanese~

Actually it's not, at least not in my experience. If someone always uses their name in the third person, like Ayu does, most people would generally call that person an idiot in Japan. Maybe to say it once for clarity sake some people will do it, but not in the fashion that Ayu does. If you look at Ayu's early era talks on Music Station, Utaban, etc. the hosts always got on her about doing that. Now people just let it slide because they are all so used to her doing it.
