In modern times the term "tarring & feathering" has become synonymous with punishment or humiliation. If someone says they've been "tarred & feathered", colloquially, that means they've been made to feel small or weak or embarrassed, as though they messed something up, and now they feel beneath those around them.

In the context of "Moments," this would come across as Ayu putting herself "beneath" the subject of the song, feeling as though she is powerless to help them as much as she longs to, and that she deserves punishment for this weakness.

The lyrics do reflect this to some degree; that there is only so much Ayu can do to relieve the subject's pain, and she feels guilty about it. The pain in his heart is pain in hers; but even if she gave him the wings off her back, she only has one set of wings to give. Even if she blooms as a flower by his side, she can only bloom once before dying. Even if she approches him, he has thorns around him that prevent her from ever touching him. There's a tinge of guilt & remorse to these lyrics, and Ayu might feel she must be punished, tarred & feathered, for her human limitations.

Keep in mind, this is ALL conjecture, I have no idea if this was the intention or not.
