It's a toss up between Nami Tamaki and BoA. But I pick BoA ultimately.
Kumi Koda is a good dancer too. Jolin Tsai choreography is impressive but needs polishing. Namie Amuro's choreography lacks soul and seems forced. Her backup dancers outshine her all the time.

Nami Tamaki. It's amazing that she choreographs too!
While I like Namie's choreography, she's often so lifeless when she dances. >.<

BoA for sure. I don't really like her music but her dancing is the best. She's awesome!
Then I would say Jolin or Kumi. I have never liked Namie's dancing. There's nothing amazing or impressive about it, imo...

, she always makes my jaw drop whenever I see her MVs .. She's pretty amazing !I think Lee Hyori, SNSD's Hyoyeon, 2NE1's Minzy. and f(x)'s Luna and Victoria are pretty good as well
