What's the guy saying in "LOVE ~refrain~"?

Does anyone know what the guy in certain parts of LOVE ~refrain~ is saying? The voice comes at about 0:06, 0:14, 1:52, 1:59, 4:47, and 4:55

it's the same sample that was used in "NOTHING FROM NOTHING" just mixed differently.

LOVE ~Destiny~ is a lot better anyway.

Lol I've always been able to hear it (it's a pretty common sample from the late 90s) so it's always been hanging in my head in that song
