About the song "Memorial Address"...

I believe this question has possibly been asked before.. and i'm sorry if it has cuz i couldn't find any thread on it. If you turn up the volume at the beginning of the song, you can hear a guy saying something in japanese before the music starts. I only discovered this fairly recently...anyone knows what the guy is saying? Thanks..
