I don't think this list would be a good way to judge popularity, because it's very relative to the venues' capacity in which the artist chooses to perform... For example, Kinki kids' 4 concerts were in domes, which makes the numbers nearly the same as Acid Black Chery, for example, who had 38 hall concerts, but personally I find it just as impressive to be able to have very long tours with many dates and have a lot of people interested in going for every one of those dates...
Of course, being able to do a big dome tour, like ARASHI, Sandaime J Soul Brothers or EXILE does show some huge popularity... but just analyzing number of concerts and attendants doesn't work as well for all cases imo.

Many artists in the list still had on-going tours when the list came out. This is counting all scheduled concerts until the end of the year, whether they already happened or not.
