Other people in other countries also show that attitude, or rather "the minority won't dictate the majority what to do," and usually they are people who are against minority groups, so I don't think that has much to do with "Japanese collectivism." The difference I would say in Japan is that it doesn't necessarily have to do with them being simply "against minority groups" for lack of sympathy or empathy; rather it is literally what the cornerstone of Japanese culture is, ie. the old japanese proverb of don't be the nail that sticks out; conformity and social harmony take precedence over individualism and expression, etc.
