Did you tought of that the state hawaii (does it count at state?) had also to eb paid because of the fire...what if the fire had taken over the trees...It could have destroyed much of the floras & fauna...and I´m sure they had to get the place back to the old situation with plantig new stuff & so on^^

Well yeah, I guess it could have been solved that way. I'm sure they had to have some sort of assurance...
