She had 6 Songs in the iTunes top 20 when she released Fantôme and it breakes 1 Mio recently!

Fantôme was released as both a CD and a digital download; to date, approximately 660,000 of the former and 380,000 of the latter have been sold.

but well, she is kinda different - I don't know if she would enjoy that success while releasing more constant and mainstream (like HEART STATION). Yet, although I'm quite sure she would outsell it, Hikki never di really long live tours or is in the public eye as much making Namie the more "successful" in terms of earnings and staying power while a constant shift in her image.

With Hikki you get Hikki - she is just everybodys darling and even if Fantome was sooo soo good, it was nothing unexpected of her.

Well, we all know Hikki has won that contest. 7 million in sales of Flavor of Life. But Ayumi is somewhere in second or third place with Together When..., which sold 3 million digitally. I know that's nowhere near the combined total for Kana, but I don't think Kana has any releases that have racked up those kind of sales.

And then we have to account for A BEST being the 2nd and 3rd most downloaded album in 2015 and 2014.

What's irritating is that Oricon has avoided counting digital sales for so long, that we really have no clue how anyone is doing.

And apparently there was an interview and it appeared she was asked passive aggressively "What kind of good things have happened to you this year?" Then immediately after being blindsided by that question, in which she was shaking, she had to go on and perform this song.

I know, but this is only recochoku, don't forget that.
iTunes is the biggest platform for digital sales since about 2010 and we have no clue how anybody was doing there overall. We only have the certifications for songs from RIAJ to count together and that's just a very rough estimation.
The only ones really knowing all sales are the record companies and managements themselves.
