SO TECHNICALLY....
BLACK is 13+1, while WHITE is 14. This is gonna be a REALLY interesting BEST album, considering she's released so many songs from I am... to (miss)understood (62 full songs, 29 of which are single songs).

Count how many of the songs have PVs since evolution. :\
Then you'll get the eligible candidates for the bests. Personally, I think 14's probably the max that she can go with full songs. We usually get around that number if you exclude the interludes. :]
