Maybe because there are already news about Step by Step they decided to announce it as part of a solid release to start using the song as a promotion already... It's smart actually, when the song comes out people who watch the dorama may search for it and find out she has a new mini-album coming with that song in it.

I think it's 'age' as in 'up' as in 'raising tension'. (I recall the Japanese use 'tension' as a way to refer to excitement) I think people tend to use it when you feel like you are 'getting up in this gig' or feeling particularly pumped.
