Can foreigners buy stuff from Avex Japan Mumo Store?

Guys, can foreigners buy stuff from Mumo store? I went there and have a look and saw that only Japanese can buy the stuff there. When I tried to register, there seems to be no option for overseas address. So does anyone knows that is it true that only people staying in Japan can buy those stuff from Mumo store???
