hmm...I haven't read the topics but for what you say, they don't really sound that random. fire and eartquakes are emergencies, and for foreigners who are pregnant, during their stay there, they might need emergencial assistance too, so it could be explanations for foreigners to know what to do if they face such situations and neeed assistance? I dunno LOL

They probably took that picture last year around the time glitter/fated came out. Still, that's pretty cool to see on the Shibuya website.
