Well, it's not exactly known whether it will be or not, but it PROBABLY will be.

The contents of the CD put even more simply than before:
5 new songs by amateur artists who won a contest
1 new song by the author of the novel Koizora and Kazuhito Kikuchi
Who... by Ayumi Hamasaki

For a total of seven songs.

I remember last year they did a poll for Koizora fans to vote on their favorit artists to sing the theme song. Mr. Children were #1 and Ayu was #2 and Mr. Children ended singing the movie theme song.

Wrong. They placed third. With Ayu at #1!

OK not really reading the thing BUT...

Koizora is originally a keitai love story. "Who..." is the song that served as an important symbol/whatever for the main protagonists in the story. The novel has since become a film but the song was instead replaced by Mr.Children's new song.

So, it makes sense for "Who..." to be included.
