It's just Japanese humor being used for the joke of having the "race queen" in a "Clash of Queens"-type setting.

After rewatching and listening more closely I can see that now.
I think it would have been better if it just started when the music starts playing. But I suppose it is kind of a cute and indirect nod to beautiful fighters.
