At the height of Namie's popularity, no, she was pure j-pop. And it's also incorrect to say that Ayu was the first huge j-pop star to influence many. Ayu is my personal favorite, but there were certainly others before her - Matsutoya Yuming, Seiko Matsuda, Akina Nakamori, and Namie to name some of the biggest ones.

Yeah even though I say I dislike alot of Ayu stuff now, It's all because I expect too much I guess. She's so perfect though. Ayu is more perfect than any other singer I've ever listened to.
